Rougemont Homeowners Association, Inc. is a North Carolina nonprofit corporation established to preserve the character, appearance, and property values of our neighborhood. We are governed by a volunteer board of resident homeowners — no management company, no corporate layer — just neighbors looking out for neighbors.

Rougemont has been one of South Charlotte's quiet, established neighborhoods for over 35 years — long before Ballantyne became the destination it is today. Our streets have seen families grow, neighbors become friends, and a genuine sense of community take hold.
Rougemont was developed by Rice Development Corp. Original Covenants, Conditions & Restrictions (CCRs) were recorded with Mecklenburg County, establishing the neighborhood's founding standards.
CCRs were amended to establish a 1,800 sq ft minimum home size, ensuring long-term quality and consistency across the neighborhood.
The neighborhood association formally ratified the governing documents, cementing the community's self-governance structure.
Rougemont was founded when South Charlotte was still rural. A lot has changed — new schools, denser development, and the rise of short-term rental platforms introduced business models that simply didn't exist in 1989. After 35+ years without an update, the CCRs were amended and restated to protect the community character, property values, and quality of life that drew all of us here. Rougemont Homeowners Association, Inc. is governed under North Carolina Chapter 47F — the Planned Community Act. Our CCRs are recorded with Mecklenburg County and binding on all property owners.
All improvements, modifications, and additions must be compatible in design, color, and materials with existing homes. Minimum home size is 1,800 sq ft. No formal Architectural Control Committee — compatibility is the standard.
Minimum lease term is 6 months — short-term rentals (Airbnb, VRBO, etc.) are not permitted. No more than 20% of homes may be leased at any time. New owners must wait 24 months before leasing.
All lots are restricted to single-family residential use. Commercial trucks, certain structures, signs, and nuisances are restricted. Pets must be leashed and owners are responsible for their control.
Annual dues are levied by the Board to fund common area maintenance, insurance, and community operations. Dues are due July 1 each year. The Board may levy special assessments for unanticipated expenses with proper notice to owners.
The Board may enforce the CCRs through written notice, fines, and legal action where necessary. Enforcement is intended to be neighborly and progressive — direct communication before escalation. Owners have the right to a hearing before any fine is imposed.

Annual dues are modest by design. Every dollar stays in the neighborhood — no management fees, no overhead. Dues are assessed by the Board each year and due July 1.
